I was not able to reproduce this issue. However, one thing that would cause this is if you have “snap to grid” selected and your grid units very high, then it may not be able to snap to the next unit. This will, however, allow you to manually type translation in the details panel as you’ve described. Please check these settings and let me know if this does not resolve your issue:
