I am a Teacher - can iI use UE to make a 30 person virtual classroom?
Want to have a fortnite like world where they can build and chat live. Not sure if it is possible to set that up

The answer is quite likely “yes, you can do this, and don’t need to pay to do it,” assuming you qualify under the “low revenue” model.
Can you, as a single person, do this? Maybe. If you know how to program computers, you have a good chance – the building blocks of Unreal Engine are quite good to stand on, when building new interactive experiences. If you haven’t done programming before, it’s unlikely you’ll do well, because networking plus geometry plus logic plus 30 different inputs at the same time is a fair amount of state to keep straight!
Will your students use it? Maybe. The main challenge is going to be that it’s hard to make 30 different avatars that all look more or less like the students. If you want the standard “white unreal stormtrooper mannequin” tinted in 30 different colors with a name hovering above their heads, that would be easier.
If you just want an environment that works, how about you just try Fortnite proper? I don’t know if it supports private servers, perhaps it does? If not, you might want to try another similar platform, like Roblox or Minecraft. It all depends on what your personal capabilities, and your end goals, are.
