I don’t believe Unreal Engine 3 was available to the general public like Unreal Engine 4 and 5 are. The free UDK was, but the commercial version of UE3 that was used to make Xbox 360 games had to be licensed. Unfortunately I don’t know if you will be able to get your hands on it very easily.
