Hi. I had the same issue with being stuck on packages being cooked. After some digging I managed to find this response from @Vosil:
I confirmed that only one ShaderCompileWorker is running. After disabling XGE Controller plugin, multiple workers were spawned and everything finished rather quickly.
I think the actual issue is on the Incredibuild side, as Vosil mentioned. It might be that without the license it allows to spawn only one worker. So either license it or just uninstall.
