What is the functionality of this bar? Is it meant to be dynamic? If it is meant to be dynamic, how fluent should the movement be?

I ask because functionality would determine how I’d implement this. I assume the gold part moves left and right and the blue / red expands or shrinks depending on the way the bar moves?
