Problem has been fixed,currently substrate does NOT support packaging.As a result there are shader compile errors.Disabling substrate and re-making the materials fixes the issue.
Has there been discussions about timeframes for when Substrate will be packable or better fixes than rebuilding materials? I’ve just encountered the same problem

There is another option as compromise for beautiful materials that were created using subrate.
Once you turn off substrate material from project settings, you should open material parent for each mesh that was using it and connect the nods from substrate panel to the other one (diffuse, roughness, etc - whatever is available).
You can package your project now and you have descent materials, they are not perfect like with substrate but they look pretty good, depending on the lightning of course.
