Export Location Data from Niagara System to Blueprint

I can see that the parameter name is not the same as you defined in Niagara. You defined CallbackReceiver in Niagara, but assigned a different parameter in the Blueprint User.BPCallback

And the other option you need to enable is Condition To Export Data on the Niagara Module.
