This is by design, only certain categories of the editor preferences are capable of importing settings. Only the Keyboard Shortcuts and the Automation sections are available for Imports. This is why the other sections are grayed out. There is a ticket in the works about adding a tool tip for the other sections stating that Import is not meant for those areas.
