If you are using Intel 12th and 13th generation CPUs, use the Intel extreme tuning utility program to reduce the frequency of the two cores marked with a five pointed star (Intel considers them to have better physical fitness, so they have the highest frequency) to the same frequency as other cores, and the problem is solved.
