NO, IT IS NOT RESOLVED! You have a problem and it is with each and every version! You must fix it. And when you close, delete or redirect topics of different people from all over world for same F thing, natural continuation is never to hear anything from them again!
You are worst than Maya support team, and this is really epic.
Problem is still persisting in UE v4.19.2. Download gets stuck at 60%
Have you checked your install path length? It should be as short as possible (less than 53 chars), because UE uses very long path names inside and hits limit.
Also, maybe try disabling your antivirus while installing (just a random idea).
