As for your confusion, Atelier and Simulator are two distinct products, each with its own licensing requirements. Atelier is primarily a cloth modeling tool. It is a independent software. Simulator focuses on cloth simulation. It is a plugin for unreal.
Simulator doesn’t have Atelier built-in. It can not only simulate the assets made by Atelier, but also other 3D softwares, as long as asset formats are obj and fbx
