Try adding the following into your [Install Location]\Unreal Engine\4.3\Engine\Config\BaseEditorGameAgnostic.ini:

[EngineBenchmarkResult]
Valid=true
ResolutionQuality=100
ViewDistanceQuality=1
AntiAliasingQuality=1
ShadowQuality=1
PostProcessQuality=1
TextureQuality=1
EffectsQuality=1

Ran a disk cleanup to remove any temp files. Ran UE4 as Administrator and it works.
