Don’t change the NDK or SDK API levels; leave these at android-19 for NDK and matchndk for SDK. If you want Android 16 as minimum, just change the minimum SDK setting.

Using the AndroidWorks installer is the easiest way to get the correct Android NDK and SDK and make sure the environment variables are set properly. You can download the r10e NDK and the SDK (need API 19) if you like.
For me, got the problem fixed after installing VS.
