如题，商店页后台下载了本地化csv文件之后，明明保存的是utf-8，上传却会说格式不对。

This issue can occur if you are including locale codes that are not supported by the Self-Publishing Tool Localization. You can review our supported languages in this article.
To fix this, you can try editing any custom locale codes/languages to fit the list of supported locale codes/languages.
