Thanks for letting us know about the trouble you have been experiencing. We had been having some minor issues with pull requests internally (can’t update labels or close pull requests) for a few days, but did not know until yesterday that users were unable to submit pull requests. We have contacted GitHub and they are investigating the issue. There is no ETA yet on a fix, unfortunately.
