Looks like DirectX is having an issue installing on your system. We include the DirectX installer in the launcher installer but it is not something we author ourselves so I can not easily pinpoint why it is failing. I do have a few workarounds that should get you past the issue.

- That should get you to to a point where you can patch the launcher. Let the patch complete.
