Hello Everyone I’m Stuck on making a Top-Down Game, which has mesh rotation to mouse position but i have ran into a problem the problem is that every time i change my Y value of my Spring arm to anything other the -90 the camera splits into 2 pieces and it jitters Please Help

Sounds like gimbal lock. The same thing happens in the editor if you pitch the edutor view up or down too far.
