This is a side effect of gimbal lock, though I agree it’s really annoying. It can also happen when piloting an actor in the editor.

From 4.13.5 to 4.16 we tested.
We are noticed a weird behaviour on “camera” but not in perspective. Here is the thing. If you create a camera and switch to it. Rotate it all the way up and move with the camera and rotate it. It loses its rotation and can not be solve without resetting rotation values. It happens when you are in editor not in play mode. It’s really annoying if you are makng camera animation while in “visor” mode. There is something wrong or its just us?
