Building world partition static lighting for ProjectTitan and other proects in UE5.5 failed(While CitySample succeeded to some extent)

Tried to build static lighting with this batch file:
C:\UE_5.5\Engine\Binaries\Win64\UnrealEditor-Cmd.exe C:\ProjectTitan\ProjectTitan.uproject TitanMain -run=WorldPartitionBuilderCommandlet -AllowCommandletRendering -Builder=WorldPartitionStaticLightingBuilder -Build -quality=preview -LogCmds="WorldPartitionStaticLightingBuilder <desiredloglevel>"

And it fails with error:
