For those who are looking on how to solve this issue, the easiest way for now is to use the command line C:\Program Files\Epic Games\UE_4.26\Engine\Build\BatchFiles\RunUAT.bat BuildPlugin -Rocket -Plugin=Path\Plugin.uplugin -TargetPlatforms=Win64 -Package=OutputPath -VS2019
