On an existing level, built from a blank template, I solved the problem too by making a BSP floor, under my static mesh floor.

I’ve been having this issue too. I dropped in a cube BSP and now it works. How strange!
I had this issue too and found a workaround (the BSP didn’t work for me - Swarm got to a higher percentage but that was only because it had done more work).
My issue started when I unticked Cast Shadow from the lighting section of my ground mesh (which is also a blueprint: parent class static mesh actor). This caused Swarm to hang at 80%. As soon as I toggled Cast Shadow On (true), everything worked great again. I double/triple checked and I can reproduce this every time.
(I’m using 4.9)
I have the same issue, it happenend when i increased a static mesh lightmap resolution…

Faced same bug today. Version 4.9.2
Was not able to bake light until placed a simple BSP plate in scene.
After that it allowed me to complete the light rendering

Building light on the level it shows that “lighting needs to be build” worked for me. it was stuck at 50% and wasn’t building on my main menu map, but when i build it on the map which said 1 objects needs to be build for lighting (something like that) it worked straight away
