Build HLOD commandlet fail with exit code 3 in an open world map.

I have been trying to solve this for a day, couldnt figure it out.

I recently upgraded my project from 5.1 to 5.6 to get some of that new optimization updates and it really worked and helped out. I think i got an increase of 20-30 FPS.
I have to optimize my game further and I am trying to learn insights.

I created HLODs of the landscape in 5.1 after many efforts and I finally got it working but after the upgrade they werent looking right.

I tried to BUILD HLOD in my existing MAIN MAP with WORLD PARTITION I am getting the following error:
