Do I need to drag the Blueprint into the viewport?
Yes. The BP is a template, by dragging it into the scene you make a working instance of that BP. You can do it as many times as you need.

I dragged the blueprint into the scene…I am now seeing the Hello but the hand still isnt rotating

When you select the Hand_Seconds mesh, does it have a static mesh assigned, and do you see it in the viewport when you move it around:

Yes the static mesh is assigned…when I move the mesh in the blueprint I can see it moving in the main viewport yes

Yes.
Considering what has been said above so far, I’m not entirely sure you’re looking at the right thing in the world. You had a static mesh where there should have been an actor. I am merely trying to eliminate any ambiguity. Could you also show us the actor sitting in the world:
Are you 100% certain you’re observing the actor you’ve placed in the scene, and not just a static mesh of the watch.

The bottom one should not work, it’s just some static meshes. Does the top one work?

This bothers me more than everything else, tbh. And by works , you see the hand goes tick-tock as you’d expect, right?
Is the hands_second movable?

It works!!! I set the Hand to moveable but not inside the Blueprint Hahaha
