I looked at the log of the vmss creation and the creation process seems to grab WindowsNoEditor\Engine\Binaries\Win64\CrashReportClient.exe as the application for some reason than it copies it to the application root folder:

That’s definitely a problem. Thank you for sharing those logs. We’ll get on a patch right away. As a temporary workaround you might be able to get away with removing all other exe’s from the zip, including the CrashReporter.
