Yes that’s along the lines of what we are thinking.
For example there is a lot of stuff under creative commons but most are not useable as to proper licensing for use in a video game, as even CC Zero usually has the “For personal use only” limitation, and it seems to me there is a need for a Fair Use license with out any limitations.
It seems to me with the Market Place coming on line that the opportunity to establish that fair use means fair use with out limitations is a no brainier.
