it is still no way to remove IDFA in 4.25 now, can you believe it. I just did what as you did.
These steps helped and finally Apple accepted my app!
fwiw you cannot just check the box on the app store if you’ve made a children’s app. This is a huge surprise to not be able to remove it, despite the button on packaging.
