For any one that stumbles on this post while stumbling on the previous post, this can be found in UE 4.27.2 too.

This resolved the same issue for my project.
Single click worked fine loading between gameplay levels but did the “double click only, after the first click” thing if loading from a menu level. I believe this is possibly triggered when changing Game Modes
