Rotated objects always simulate physics

The only mention of this problem I’ve found was UE-50682, but it specifies only for clients on replication.
It is actually affecting even the server or single player, in editor.

I can’t even find any logic on how the issue works, sometimes rotating the object will make it start simulating physics, other times it won’t, but only if you used the rotate gizmo!

Obvious question but is simulate physics enabled for the books?

Could be some issue with “Start awake” setting and non zero rotation waking them up for some reason
