Please consider bumping priority of plugin packaging issue UE-66403

This is not a bug report as the issue (UE-66403) already exists. I just wanted to request that it be considered again as it’s been backlogged but is a real annoyance for those of us developing plugins.

With the engine moving more and more towards plugins, this issue will continue to become more of a problem. Note that despite what is written in the issue, it is a regression in the sense that up to a few engines back, existing installed plugins with dependencies did not prevent packaging. Currently, when developing multiple plugins with dependencies, it’s often necessary to manually uninstall plugins in order to build updated versions of others.

Essentially, the engine really needs a way to sandbox active plugins, so that when packaging a plugin, the build system isolates all plugins other than dependencies of the plugin being packaged.
