4.19 & 4.20 Editor & Packaged Games Have Hangs/Hiccups Constantly

I am wondering if this is related to Material Billboard problems, that I am having. If I spawn 1000 of them I get constant FPS hiccups. The longer the editor or game runs, worse it gets.

Up to now, different scenarios are pointing to the same, which seems the same root cause affecting all scenarios.
