both UE 4.15 and 4.16 have this bug.
While first time import fbx with morph target, morph target won’t appear(4.15.1) or won’t work(4.16), but just click re-import, it works fine.
I think this is a bug.

There was a known issue for this (UE-41383) that should have been fixed in 4.16. Can you send me an fbx file that reproduces this?
