Strange error code 0xc000012f blocks the start of UE4.11

Hello staff. I am trying to start UE 4.11 launcher on PC Windows 10 with video card NVIDIA GeForce GTX 750, DX 12 and get the error as follows: Vcruntime140.dll… with error 0xc000012f. (I cannot find this error in any thread!) See attached Saved log of UE launcher and DX diags.I have already installed the redistributables found here: download the redistributables found here: https://www.microsoft.com/en-us/download/details.aspx?id=48146
