Comment node is broken in 4.7

Seems like new functionality of comments broke something in Comment node.

While this is intended functionality, I can see where the discrepancy lies, especially as most nodes have permanently visible comments. I have entered a feature request to remove the discrepancy or provide a toggle-able option for users to choose whether they want the comments hidden until hovered or always visible (UE-12866).
