What is the "Online Framework plugin"

I’m familiar with Online Subsystem. But i don’t know what is the “Online Framework plugin” which is not activated by default.
I 've opened the source code and found some elements like lobbybeacon, QoS, Hotfix and Rejoin. Do you know how to use it ? What it is ? And there is some classes in Blueprint, but no function… it seems.
Could you give me a little bit more infos ?
