Cannot install UE4 4.10.2

I have tried everything in this post:

and this one

I get error 1638 every single time. I had UE4 4.10 installed yesterday but deleted it because I didnt think i needed it but now I want to upgrade my project. I have no idea what is happening. I cannot seem to fix the problem.

Computer Specs

Windows 10 64 bit
Intel i7 @3.4 GHz
12 GB Ram
Geforce GTX 765m

I tried installing VS 2015, uninstalling VC 2015 (both 32 and 64 bit. Restarting the launcher, restarting my PC, nothing is working.

We have recently updated the launcher to address some of the prerequisite issues. Please see the accepted answer to this post for the steps to follow.
