Note for anyone else who happens upon this bug, but already has Visual Studio 2013 installed; if you’ve installed VS2013 in a non-default directory, like on another hard drive, it will install partly on C: anyway, and might set system environment variable VS120COMNTOOLS pointing at a mostly-empty directory on that hard drive. Make sure it’s pointing at wherever “Microsoft Visual Studio 12.0\Common7\Tools” directory actually is.
