Version 3 updated: strengthening the extension for mobile platforms, compatible with OpenGL ES2. I will write down the details about V3 update later in the top post.
As mobile post-process materials cannot acquire the g-buffers, a full PP solution does not work well. Thus, I made some base-pass materials as the solution. Since the variety of base-pass materials can be divergent, the materials provided in the pack can be regarded as templates. You could customize your own material by modifying them.

UE4 has the limitation to the mobile PP materials, and thus the mobile cel shading may not be achieved by fully post-processing. Hoping the latest update with base-pass material templates will be helpful to your future projects.

Besides the cel shading in the pack, I'm adding a new shader of an illustration style, commonly used for the cover page paintings of Manga or the illustrations in novels. The result style is similar to the image attached here, which was successfully converted from a photo (my portrait) by my shading algorithm. I'm trying to apply it to the photo-realistically rendered 3D models.

Product updated: outline implementation improved. Some default parameters are adjusted, and the clarity of the outlines is enhanced.
                New screenshots are uploaded.
Since the parameter interface and functionality (features) are not changed, I don't define an increased version number.
For safety, it is better to save a backup of the old version first, to avoid a sudden quality change.

Product updated: expose the parameter to disable the outline effect for hair.
