[RENDERING] Compiling shaders takes more than 10x longer when using the forward renderer

The difference in shader compile times between the two render modes is massive and immediately noticeable.

I was using the forward renderer for the past 6 months and the extremely slow compile times were very frustrating. I would often have to kill the UE4editor process a few times a day to avoid waiting 1-3 minuets to compile shaders for an uncached asset I accidentally clicked on.

When using the forward renderer, features like Live Preview in the material editor were unusable, because any change to the material would result in the editor freezing to compile a few shaders for 15-30 seconds. This is all on a 16 core 3950x machine as well.

I think something must be bugged in the forward renderer or shader compiler.
