[BLUEPRINT] 4.17.2 BUG / Touches on windows generate 2 mouse events

i have problem with touch event in 4.17.2 for windows , it works well 4.13 , but in 4.17.2 touch event fires two click with only one touch.
i tought it was fixed on jun , but its not
