Working on a team with a bunch of levels

We have a persistent level that has a bunch of levels loaded to allow us to divide work between people. However we run into the age old issue of working on something without realizing that you’re either out of date on it or that somone else is working on it. For that reason, I think it would be really awesome if UEngine::bLockReadOnlyLevels either defaulted to true and/or is saved to engine.ini so that we can check that in to perforce and have the behaviour spread across the team.
