Why won't this one object show up in reflections?

I’ve got a San Francisco skyline in my scene that is just a floating flat object with an image on it. Since the beginning of this project, I haven’t been able to make it reflect in anything on my scene. All of a sudden in one playthrough, it showed up unexpectedly, but I can’t get it to come back no matter how many times I try.

The reflection capture gets the skybox just fine, but this one floating plane is the only exception. I’ve attached a picture of a wall trying to reflect it, using the Reflections view mode. It shows up just fine on screenspace reflections at steep angles. I’ve double checked that it is a static object.

I’ll update this in case anyone stumbles upon this in the future. The problem pretty much resolved itself when I was focusing on other things, and I can’t pin down what the issue was. However, I noticed some changes when I was tweaking the Sky Distance Threshold in my skylight. But that has since been set to the default and the problem is gone. Another thing I did was disable all my lights, rebuild the scene, and re-enable them. And now it’s there again.
