why UE5 compile shaders but does not use the full cpi potential?

im new to UE5 and when load a large project i see that the engine is compiling the shaders for a long time.
the thing i dont understand is that my CPU can peek to around 4.5 Ghz but i only see utilization of around 2 Ghz on all cores.
is that’s ok?
