Why does Translucent has Sorting problems while Masked has not?

this a question for better understanding;

why does have translucent Shading Model have sorting issues, while Masked hasn’t them?

Masked use depth buffering like opaque rendering does. Binary test for is there pixel or not for shading also work for depth buffer. But tranlucent can’t use depth buffering so it has to rely for sorting which is always imperfect.
