Actually this guy is experiencing the same issue as I am. I did it from the exe I assigned to the taskbar, the launcher and even tried navigating to the program files UnrealEditor.exe. When any of these are selected, it does NOT load the project setup and instead immediately begins loading the last project I was editing prior to closing Unreal and shutting down my PC. When I turned it back on later to use it, this was happening and I can only access the project setup by file menu open project, after the previous project has loaded. Its a weird glitch thats never happened to me. It started after my VCam wigged out on me earlier right before I shutdown.
