When baking the lightmap, there are many small lightmaps generated even though there is still space on larger lightmaps. Is there a setting in UE that forces the creation of new lightmaps?

Similarly, I set the maximum lightmap size to 2048, but the baking result did not fill up to 2048, instead, several small lightmaps were generated.
