What is a the right way to set graphics settings other than console command?

I have setup the game user settings file and i realized it only has the very basics for graphics settings, for example BaseScalability but i want to set
individual settings like sg.ShadowQuality and t.MaxFrameRate but i was told its not good to use console commands directly. So what are my other options?
