What could could cause any static mesh to have the same lighting?

I’ve replicated this in normal atmospheric lights as well as two different dynamic lighting packs. Anytime I bring a new static mesh or landscape into a level they are always completely lit up even if there are no lights present. I’ve tried many different things to try and fix this and nothing seems to work. Including changing my lighting render setting from lumen to screen space and even none. I have also turned off and on auto exposure and neither had any change on the lighting. Does anyone have any clue what could be causing this?

Edit: Should clarify also, I’ve tweaked the moon settings and this isn’t being lit up by the moon or the sun from under the map.
