What 3D software is used to create Mannequin model and skeleton?

I’d like to create custom character compatible with UE4 Mannequin and fix some third-party characters including IK bones to make them work with systems like ALS. By inspecting the Mannequin Skeletal Mesh in UE I have pretty good idea of the setup, but exporting and re-importing using FBX breaks the Skeleton and is then hard to work with in Blender (without manual fixes on each import).

Is there other software (Maya?) that can import UE4 Mannequin Skeletal Mesh easily without any fixes needed?

Or is there a source Maya/Blender/3dsmax file for the Skeletal Mesh that I can use instead?
