Walker moves strangely when I tick during actor freezing

The idea is: freezing actors → tick, take photos → unfreezing actors → tick.
To freeze and unfreeze actors, I have used SetGlobalDilationTime().
To let the walker move, it is a WalkerAiController set.
I have attempted to use SetActorTickEnabled(), but it did not work.
I have tried to untick between freezing and unfreezing. Walker moves normally, but I need it because I have to take photos. The following video shows what it looks like. Please have a see the walker on the right side.
Or is there another way to freeze actors?
