Vertex Animation Textures Interpolation

Howdy! My professor has tasked me with creating a game where users can view a vertex animation texture (created in Houdini) using a time slider. I need to develop a 2D slider where the user can move the slider forward and backwards and the animation will play accordingly as if they are viewing a movie.

I have implemented a vertex animation texture of a building being destroyed in Unreal, but currently it just plays upon key press. Do you have any advice over how to create this type of system in Unreal?
